It appears to be decided algorithmicly based on who you send messages to
most frequently.

But it’s not. It has people and apps (WhatsApp) in the suggested contacts
that I seldom if ever send messages to.
I’ve cleared all but three people from the top line now. Let’s see how it
fills up from this point on.
Settings - Messages - Siri and Search - Learn from this App. I just enabled
this option in hopes that will start placing people I message in the
Suggested Contacts of the Share option.
