Well technically it's not "all-in-one," though I guess for connectivity only it is.
Qualcomm (Snapdragon), Mediatek (Dimensity), and Samsung (Exynos) have been shipping SOCs with the processor, the modem, and all the radios on a single chip. This reduces costs, saves space on the board, and increases system speed.
Still, a working modem is the first step in Apple eventually doing a Bionic chip with an integrated modem.
Even though Apple's modem won't be as fast or as capable as a Qualcomm modem, it will likely be good enough, just as the Intel modem was good enough in the pre-5G days.
