The goal is not to control anyone, they can post whatever they want.
There are so many posters that add no value to a newsgroup, or that are pathological liars, that to have those posts filling up the screen and having to scroll through them to find anything of value, is a waste of time.
Yes, if someone follows up to someone in the filter list then I'd still see their reply, but the reality is often that filtered people are all only replying to each other.
When a long off-topic thread starts up, I can filter by subject.
I've build up Thunderbird filter lists over many years and I transfer the profile to new computers. I also share it to help others clean up their newsgroups.
