What are the steps an ordinary consumer would have to take to avoid
setting up Windows 11 without a Microsoft account?

Yup, still waiting.
It's not surprising the Apple trolls know nothing about anything, ...
No, I just don't really care enough about it to go look it up myself.

but even
so, since -hh hasn't acted like the rest of the ignorant trolls, note that
this has been discussed & tested for a long time on the Windows 11 ng.

Please check your URL, because that link goes to a page with scores of subject lines:  kindly provide just the needle, not the entire haystack.

What's funny about that is the Apple trolls only look at Apple marketing
brochures to find all their information they think they know about stuff.

For Android, there is also no requirement whatsoever for an account.

Google has always allowed you to obtain software from the Google Play
Store WITHOUT setting up an account, and of course, anywhere else too.

Which needs to be reconcile against this, which says that you do:

you need a Google account."

Again (and again) it's no longer shocking the Apple trolls know absolutely
nothing of everything they think they know anything about such as this.
Who is that stupid as to think you need a Google account on Android?
I haven't had a Google account on Android for years and mine works fine.
Oh, so we're to believe your claim over a published guide?  Pass.

The fact is setting up a Google account on Android is NOT needed to have
full functionality (such as downloading & installing apps from the App
Store). I do it all the time and I've been doing it for many years.
Substantiation:  a "Trust me, Bro!"  /s

Note that adding a Microsoft account isn't needed on Windows either.
It's only Apple who murders your privacy.
Alan's already published instructions on how to set up an iPad without registering for an Apple account: where did you prove he was incorrect?

Plus of course the tracking integral to Google Chrome (see current
lawsuit) where it effectively doxxes its users without them consenting.
I don't have Google Chrome on my Android phone and it works just fine.
I have *plenty* of web browsers - but none of them are Google Chrome.
Not really the point, which was that one can be identified by means other than a registration account.  It is known that Chrome has this, but how do you know that your non-Chrome browser isn't doing it too?
