If it actually costs more depends on the unit cost and the trade-off of having a single configuration rather than the logistical overhead of multiple production variations and the supply chain costs of stocking N+1 variants.
TL;DR:  ask Toyota why its cheaper for them to have a high level of Standard equipment on their cars.
