I think that's wrong if my tests of Google Voice being on my new'ish 10th
generation iPad without me ever having created an Apple ID on that iPad.
I think you're full of shit.
Are you sure "Google Voice" isn't already installed (by Apple) on your iOS
device (which you didn't say whether it was an iPhone or an iPad)?
If not, maybe Apple only puts Google Voice on the iPads by default?
Or (much more likely), you don't remember having installed it.
