Rule #1 is (and has always been): Quit and relaunch the offending PROCESS.
 
Then, if that doesn't work, reboot.

I tend to disagree: How would you do that on a an iPhone? Quit and
relaunch a process goes over a restart of the OS in contrast to the Mac.
The advantage is that the system is clean and everything is running as
intended.
