I tend to disagree: How would you do that on a an iPhone? Quit and
relaunch a process goes over a restart of the OS in contrast to the Mac.
The advantage is that the system is clean and everything is running as
intended.

 Has nothing to do with an OS-process that controls hardware components.
 
The app on iOS that takes pictures is just another app, called "Camera".
That doesn't mean it can't be a problem at a lower level, but one should certainly try the easier fix of quitting and relaunching just the app.
You asked:

And I just showed you.
The article says:
"You should close an app only if it’s unresponsive. "
Well launching the Camera app and getting a black screen seems the very definition of "unresponsive" to me.
And moreover: in your zeal to have a "gotcha" moment, you ignored that the original post said:
"I had to restart camera app to fix it."
So your whole "OS-process" schtick was proven to be nonsense before you even began it!
