This is an odd problem.  I use VLC to play audios on my iPhone.  When I
need to transfer new audios from my primary home PC to the iPhone, I
open the VLC app and click on the Networking tab and it gives me the ip
address to connect to on the PC.  It’s usually something like
192.168.1.146.  Both the phone and my PC are connected to the home
router.  When I enter this into the browser on the PC, it brings up a
screen that says Sharing via Wi-Fi, a section that says Drop Files, and
I literally just click and drag the audio files on the PC to that window
which transfers them to the VLC app on the iPhone.  This works great and
I have been doing it for years with no problem.  If needed, I can also
do this transfer using either of two other PCs on my home network, which
are a Windows 7 and another Windows 11.
 
Recently for reasons I don’t understand, this transfer stopped working
on my main Windows 11 computer.  I have checked the address in VLC
networking and it matches what I type in on the Windows 11 PC. I have
rebooted both phone and PC. I have verified I am connected to my home
wireless on both devices. Everything else works fine on both devices. I
can access the internet fine on both. I can access files on the other
PCs on the home network just fine. But this one VLC connect function
will not work unless I engage in a weird workaround.
 
As mentioned, the transfer function works on the other two PCs on the
network.  Whenever it fails to connect on my main Windows 11 machine, I
can go to either of the other computers on the network and the transfer
function comes up with no problem.  At that point, I can easily transfer
files from my main computer using either of the other PCs since all
three PCs can see files on either of the other PCs.  But that’s not the
weird part.  Once I bring up the transfer function on either of the
other two PCs, it suddenly works on my main PC.  It’s like somehow the
function needs to be “primed”.  At that point, the transfer will work
fine on the main computer until I do a restart, and then the problem recurs.
 
Frankly, if it always failed on the main PC but still worked on the
other two PCs on the network, I would have some ideas about what might
be happening and what I could do to fix it.  Even the fact that it used
to work perfectly on all three PCs and suddenly failed for no reason on
the one could suggest a recent software change or maybe a Windows update
problem as the source of the issue.   But the fact that it works fine
once it is primed by one of the other devices is quite puzzling and I’m
not sure where to start.
 
Any ideas?  The PC is Windows 11 Home 24H2.   The phone is iPhone 15 Pro
with latest IOS.

I would start by turning off the firewall on Windows 11.
