I'm guessing you used the Shortcuts app to create a shortcut to Safari
which opens up a specific web page, so these may help for the icon.

Open the Shortcuts app.
Locate the shortcut for the website.
Tap the three dots (...) on the shortcut.
Tap the icon next to the shortcut's name at the top of the editing screen.
Now you can customize the icon:
Tap a color swatch to change the background color.
Tap the glyph icon to choose a different symbol.
To use a photo as your icon, tap the existing icon again, and you'll see
options like "Choose Photo," "Take Photo," or "Choose File." Select your
desired image and adjust it as needed.
Tap "Done" in the top right corner of the icon customization options.
Tap "Done" again in the top right corner of the shortcut editing screen.
The icon on your Home Screen for that website shortcut will now be updated.
