The icon is a "H" which makes no sense. I can edit the shortcut
name but  not the icon. Is there any way to change this icon to

-- At the bottom of the page click the Send To icon.
-- Scroll the list of options which pop up and choose Add to Home
Screen.  This creates a direct bookmark icon on the Home screen.
-- The Add to Home Screen menu pops up and you can change the name of
the desktop shortcut, but not the icon.

I have folders on my home screen which contain appropriate apps or
website shortcuts.  In this case I have one titled Medical where this
Safari shortcut resides.

I hadn't thought of using the Shortcuts app to do this but may give it
a try.  Unfortunately previous Shortcuts I've created get broken after
a while for some reason.  I had two which switched between 4G and 5G
but they stopped working a few months later.
