opinions. I have users that post things I strongly disagree with, but I

That is correct. This filter was put in place after that article was
posted.

Second, and this one is tricky, there are ground rules on fr. Xposting
to
fr.soc.politique (where I can assure you that free speech is totaly
alive)
is considered as an abuse. Posting off topic *on a regular basis* is
also
considered an abuse. It's NOT a matter of opinion, it's just a matter of
being on topic.

The filter for requiring Followup-To was simple to implement, and I only
realized it was a rule for fr.* when I saw usenet.ovh NoCeM listing
articles for that reason. That's when I created the filter.
I'm aware there are other rules for fr.*, but as of now I have only
found a very long writeup of these rules in French. I don't plan to
translate and dig through all that. A simple and concise list in English
would be useful if such exists.
I'm not going to create filters for every thing in any hierarchy, but
where it is simple (like the Fu2), I will consider it.
