Yes, indeed.

That was just one post (the one Re: M. Le Pen en 2004) but
many of the other cross-posted headers also look pretty inappropriate
for some of the groups they were posted to.

All of his cross-posts are inappropriate, he's trolling and flooding fr.*
for years.

The guy was banned from so many news servers (aioe, eternal-september,
solani - to name a few), even llp (aka news.usenet.ovh) refused to give him
an account on his server and issued some NoCem.

Sadly it seems both sides make it a matter of opinion (free speech vs
censorship) whereas it's just network abuse, plain and simple.
