how is that a disadvantage, it is by design and operated this way since
the 90's with great success and with no spammers or abusers, so its a win
win here.
(the country has ISP's who actually do enforce AUP's and since I've been
in the ISP game myself for nearly 30 years, I know the right people to
have enforcement action taken, not to mention laws under a few different
Crimes Acts that are enforced)
