I had always relied on that fallback.

as it works for me on a FreeBSD-15 system[1] I can't help as it seems to
be a local config issue on your system).

I wound up doing the M-while-running entry of
 

preferred from is
        mail_address=First Last <user@example.org>

after just filling in the user@host part a few times
(not doing that resulted in error messages regarding
a missing @).

but
        mail_address=user@example.org (First Last)
would be ok too (and you may omit the realname stuff).
