Not a new villain at all.  Straight(presumed) white men have worked
great evil in this world and even on the North American Continent.
I offer 3 prominent villains, Joseph Stalin, Adoph Hitler and Benito Mussolini .
On this continent many presumed straight white heroes have behaved in a villainous manner to the Original Occupants.
Others have attempted ot divide the Union to maintain their peculiar
institution aka Black Slavery.  The Mexicans settlers who fought on the side of
White incomers to drive off the attempt of Mexico to use them have been and
  are being treated villainously though they settled in Texas first. Plus outside
of Texas both brown-skinned American citizens and undocumented immigrant
are treated villainously by ICE.
But whether DC is any good or not I do not know because I only read a
few works from that Universe over a few years.  I do like Batman though and if
something looks interesting at the San Francisco Public Library I bring it home
to read.
But the classic DC villians, the Riddler, the Joker, the Penguin, the
Scarecrow are all white men presumably straight but tending to psychopathy
as do many of the real life villainous white men. The Croc is or was a white
man.  Only the one villain a Brazilian was of mixed blood and used chemicals
to maintain superhuman strength. Cannot recall his name at present.
bliss - a fount of nearly useless information about people
who only existed as images poorly printed on cheap paper
and in the minds of countless young victims of cheap presses.
