bought 21st Century Fox in 2019 for around US$71billion, and that
includes Marvel (i.e. Disney) now owning the rights to the X-Men
franchise again.

 But that’s a recent development. It still explains why people haven’t been
pushing a storm series in the past.

The statement I was replying to was that Disney don't own the rights.
Fox could also have made a Storm movie themselves when they owned the X-men rights.
