The Skylark of Space, etc. It's blatantly obvious from the whole
frenemies and went to school together take.
Every interview with Dicks or Letts I’ve ever seen has said he
was based on Professor Moriarty.
Who was also an influence for DuQuesne, exchange mathematics
for chemistry, but the Master like DuQuesne allies himself with
the mafia or criminals and gives the impression of working for them
but he's using them for his own ends whereas Professor Moriarty
is the kingpin of every criminal organization to begin with. And
just DuQuesne the Master and the Doctor work together whereas
this does not happen in the case of Holmes and Moriarty.
In other words, when you say the Master is “supposed to be
based on” your Blackie bloke, you really mean there just happen
to be some stories where he just happens to remind you of
him.
Riiight…
Do you do this with every Blackie character in old pulp novels? For
example, do you also think it’s “obvious” that the Doctor is
“supposed to be” based on Boston Blackie from the books of
Jack Boyle?
(As for the the differences from Moriarty, that’s probably just
a side effect of the different genres. It’s possible to think that
Victorian London had an organised criminal underworld. It’s
a lot less likely that there’s an organised network of aliens all
taking it in turns to invade Earth!)

Well, can you cite any examples of Dicks or Letts mentioning him?
You probably don't realize that Davros came from Edgar Rice
Burroughs The Master Mind of Mars and Synthetic Men of Mars which
is where the plot of Genesis of the Daleks came from. Davros is
Ras Thavas with his first and last names reversed (Thava Ras) which
is something ERB does with the name of one of the characters in the novel.
And now you shift the goalposts to a totally different Doctor Who
villain who just happens to remind you of a totally different character
from a totally different pulp novel for totally different reasons.
And this one isn’t even called Blackie!
