 Well, we've had a female Master and a male Doctor, plus a female
Doctor with a male Master... so romances couldn't be entirely
ruled out. As unlikely as they might seem to us now.
 Maybe it's something RTD will throw in to the mix one day?!

What if the woman is forced to regenerate while pregnant? The foetus would die. That's why Time Lords cannot change gender and that along with the Timeless Child monster is why Doctor Who ended in 2017.
