No it isn't. Nothing after 2017 is canon, and Missy isn't canon either unless the Master used her form as a disguise like his other disguises which did not involve regeneration.

 

The other 94 Female Time Ladies might have been 'Off-World'
or dealing with The Common Peoples, maybe!!
