No, as Doctor Who is not streamed on Disney+ in the UK. It is
transmitted on BBC1 and streamed on the BBC iPlayer. So a
Disney+ subscriber in the UK (& Ireland) does not get to see
Doctor Who as a featured show at the top of the Disney+ home
page.
 

But a British viewer who ALSO has Disney+ would still be able
to view 'Doctor Who' on Disney+ if they so wanted to, surely!!
(Maybe they'd think Disney+ had a better quality
Picture/Sound, or some such!!)

Sorry, I probably wasn't clear... Doctor Who is NOT on Disney+
in the UK and Ireland. As in, it's not available on the service
to be streamed.
 

So then would have no need to watch 'Doctor Who' on BBC.

 
Disney+ subscribers in the UK & Ireland do not get the choice to
watch Doctor Who on Disney+. (Unless they wanted to use a VPN.)

How weird that Disney would throttle their UK/Ireland service!!

They aren’t. It’s a BBC commissioned programme. The BBC want to air it and
include it in their curated “Whoniverse” enduring streaming catalogue.

Ireland can receive over the air broadcast BBC programmes (Northern Ireland
and Wales transmitters) so are treated as the same area for IP licensing. A
special arrangement has been made to allow RTE to include Doctor Who on
their streaming platform, as otherwise the only way for Irish people to
legally view it and similar programmes is to watch or record off-air.

This won’t change until broadcast TV is retired and everyone is on a full
broadband only service.
