They've been here since the beginning of time. Nobody knows
where they came from nor hardly anything about them..
Time Lords should know!
The Time Lords know *of* them, but may not (or may) know much about them.
One fan theory is that the Weeping Angels are Time Lords who are being punished for some wrong they did:
