ever since..... so there are NO ET's .... from Galifrey

 If his god didn't create all of the other planets in the
Universe then who did then? Did they just self-create
themselves out of the void, some sort of "big bang"?
 Maybe that's why there are so many planets, to equate
with all the different gods the various people on Earth
believe in? One god for each planet.
