That is tantamount to condoning abortion at all stages of pregnancy.
What about the life of the unborn child?
 

Abortions are deliberate. This is more like acknowledging that
miscarriages can happen at all stages of pregnancy.

OTOH we don’t even know for certain if Gallifreyan women do
get pregnant. What if they lay eggs instead?
