No it isn't. Nothing after 2017 is canon, and Missy
isn't canon either unless the Master used her form as a
disguise like his other disguises which did not involve
regeneration.

The Twelfth Doctor. "Hell Bent" is the episode where 'The
General' regenerated and changed gender whilst doing so, and it
was seen on-screen after the 12th Doctor shot him/her... as we
were talking about here only yesterday. (You do read RADW,
right?)
