No it isn't. Nothing after 2017 is canon, and Missy isn't
canon either unless the Master used her form as a disguise

regeneration.
Er... you must haver missed "Hell Bent". Is that canon then?

Just to freshen your memory... "Hell Bent" featured an
on-screen regeneration where a Time Lord changed sex (male
to female), plus the same regeneration also showed a Time
Lord changing skin colour.

This was in a televised episode of Doctor Who in 2015.
None of this happened just like Kill the Moon didn't happen.
Do you seriously believe the moon hatched into a plant sizedWell no, I don't "seriously believe" any of that happened, as

catastrophically disturbing the Earth's orbit, and then
somehow the moon regained all of the missing mass out of
nothing and reformed to look exactly like it did before?
Doctor Who is a fictional TV show! So all of that mumbo-jumbo is
just made-up to entertain us. Clearly that episode didn't
entertain you - or me actually - which is fine, as you can't
please everybody. I just ignore such episodes and try to forget
about them.
It's fact. Can you seriously believe that the Doctor bi-generated? And not only that but the TARDIS as well, after being clubbed with a circus mallet? How much more ridiculous can you get? Um... well, apart from Kill the Moon and Isaac Newton being Indian? These are all hallucinations of the 12th Doctor after he wasIf that works for you, who am I to argue. It's your head-canon!

I'm pretty sure neither that nor Kill the Moon actually
happened. Maybe the 12th Doctor was suffering from PTSD from
getting Clara killed and started hallucinating from back then
or the trauma corrupted his memory.
