platform, for international distribution outside of the UK... So
the BBC (for a price) were happy to oblige and not re-licence

I can't easily check, but I'd assume not. Disney has the international rights, not the UK rights. Of course you could perhaps use a US-based VPN / proxy server to connect to your Disney+ account and watch that way. But again why would anyone bother when it's free on iPlayer?
