some of the BBC's technological advances have got lost en-route
to the antipodes. Especially for people used to watching Doctor
Who solely on ABC.

iPlayer is just the BBC's streaming / catch-up / on-demand service (free for UK residents who pay the annual TV license fee).
Most TV networks these days have similar services. Many networks are trying to push people into using those so they can eventually get rid of the expensive broadcast channels.
Here in New Zealand the free local streaming services include TVNZ+, ThreeNow, Maori+, SkyGo (for the freeview channel "Sky Open" previously called "Prime TV"). Plus DocPlay and NZ On Screen that aren't directly connected to a TV network company / regular broadcast TV channel.
