Poorly conceived idea, badly executed...
Jodie Whittaker didn't write the scripts, she just did as she
was told and played a part. If that storyline had of been forced
on to a male Doctor the idea would have been equally as bad.
I don't know about that particular storyline, but a lot of the changes do also come from higher up the food chain, i.e. the morons in management. Especially the "Politically Correct" nonsense because they're trying to fulfil quotas and appease the Politically Correct / Equality nutters ... which of course was the *only* reason for gender-swapping and now ethnicity-swapping The Doctor and Master characters.
