No Dave, they are not.
Your reality is not the real world. Steven Moffat started the
rot before Chris Chibnall or Jodie Whittaker came along.
WEll Moffat is way superior to Chibnall.
Overall I think Moffat had generally better stories... but there
was some good and bad in both showrunner's eras. Neither of them
were all good or all bad. Pretty much like any era of Doctor Who
really.
There was just more outside noise during Chris Chibnall's
tenure...
