No, I think it constitutes what the writer considers humour...
not my kind of humour mind you, as it wouldn't be a phrase we'd
use here. But I don't see it as anything to get worked up over.
If "Doctor Who" bothers you THAT much, switch it off.
 

Personally I thought it was a pun on the phrase “Whistle up the
wind,” only in this case the wind is blowing from his behind. In
other words, Belinda’s musician mother would be playing a tune
while the Doctor accompanies her with Le Pétomane-style musical
farts.

But maybe that’s just me?
