No. The episode was an allegory about how AI is transforming the
creative arts. The business about the Doctor being black was
just there to add a bit of colour (no pun intended) with an
unusual setting.

so of course
they have to mention his ancestors and the genocide they carried out
against each other instead of the woke hypocrites blaming all white
people as being the racists.
 

You did notice that the villain in this story was black, didn’t you?
