No it isn't. Not allowing Time Lords to change gender during regeneration is something that can apply 100% of the time. Falling down stairs is not 100% preventable.

And yet, stairs exist and people do sometimes fall down them.
And, yes, unborn fœtuses can sometimes die.
 But, yeah, there are also plenty of possible fictional solutions if
you use your imagination.

In that case why don't male Time Lords just release a hormone that blocks female regenerations, and female Time Lords can do that all the time to stop turning male. If they want to change genders then they can inject themselves with a hormone blocker.

You proposed nothing but nonsense.
The the Doctor is a male character due to displaying male characteristics, behaviour, and by way of thinking, and the audience of Doctor Who is almost all male and heterosexual, therefore the Doctor must always stay male and heterosexual. It has been demonstrated by example that totally disregarding these facts will result on the loss of almost all of the existing audience and a failure to attract any new viewers after the stupid woke gimmick has worn off. Look at what happened to Star Trek TOS when they turned Captain Kirk into a woman for just one episode. It was cancelled. The same is going to happen to Doctor Whoke. The audience don't want the gender and identity politics of a bunch of child molesters masquerading as the + in LGBTQ+ imposed on them or their children.
