What do you mean? Clearly it _doesn’t_ apply 100% of the
time since we _have_ seen Time Lords change sex and genders
during regeneration. Are you ignoring the evidence of your
own eyes?
 

Oh, and before you predictably reply that The Timeless Child
Monster isn’t canon and doesn’t count, this subthread was
about Missy (in particular, your insistence that Missy is a
‘problem’ that they need to ‘fix’) and she predates the Timeless
Child storyline by years!
