That concept sounds like it came from someone under the influence of
something a little more intense than just tobacco.

There aren’t many Time Lords left to be Susan’s dad, so unless
the Rani became Mr Flood, would the Doctor have to impregnate
his own daughter? (Cue “child grooming” comments from Aggy!)

If Russell Davies stays in charge it seems likely that Gallifrey will
make another appearance. We could find out in that case.
