 Although, we still saw Ncuti's Doctor regenerate into Billie
Piper... the how and why of it remains to be seen.

 Is it real, a red-herring, a double bluff... only RTD knows.
BUT, based on what we've seen of his writing efforts this year
he could easily decide what jolly good fun it would be to have
Billie Piper play The Doctor for an episode or two. (Even if
that wasn't his original plan.) Whatever his game plan is, we
all know it's going to be mad and gimmicky.
 ... and it will probably involve David Tennant!
 

Has it EVER been mentioned WITH-IN THE SHOW what actually determines who a 'dying' Doctor might/must regenerate into??
I mean, if The Doctors last thoughts were of a 'Companion' or 'a previous regeneration body' or 'someone they liked back on Gualifry', might that Memory influence who the dying Gualifreyan might regenerate into??
