The copyright laws would need to be changed to enable AI to operate freely without oppression from copyright owners.
I suggest that AI is banned from being trained on copyrighted material for one year after publication. In return, after a year of publication all copyright expires on everything retrospectively and AI can use all intellectual property for its training. This will also allow anyone to make Doctor Who and market-forces will decide which version of Doctor Who succeeds and which does not.
After all I don't pay an electrician £150 to do some wiring and then every time I turn on a light or switch on an appliance have to pay him a royalty of £15 for the rest of his life plus 70 years in order to do this. The writers should only be paid once and that's all the get for the rest of their lives, same as electricians and plumbers, and plasterers, and builders, and mechanics, accountants, etc. Same applies to musicians, actors, and everyone.
Trademarks should also be banned unless it's your own legal name and people with the same name should have to add a number or letter to it to distinguish themselves from someone with the same name.
In C. W. Gregg’s Grocers only C. W. Gregg's could be trademarked if Gregg is on a valid birth certificate. The word Grocers or any other word would not.
In return for this, like I said, AI will have to wait a year after publication before it can train itself on newly published material.
Now doesn't that sound fair?

debate or discussion of issues from all all points of view,
and no depiction of men as being masculine and in
traditionally masculine roles, and women as being feminine and
in traditionally feminine roles.

 Technically, it hasn't gone anywhere yet... we've not long
finished S2/S15 and the spin-off is still to be aired. It's
at x-mas with no special and in 2026 with no new season to be
aired that we'll miss it.
 By then there will probably be some official news of what is
happening. I mean, a "pause" has been mentioned but that could
be a year, two years, five years or sixteen years... <shrugs>
I'd like to think things would become a bit clearer than that
once the spin-off has been aired.
 I always want to see Doctor Who on our TV screens, and if I
don't want to watch it, I hope that others do.
There's been no Doctor Who on our screens since 2017.
