I suspect that they might do a Romana type regeneration,
where she gets several tries at different bodies before
settling on the actual actor/actress who is eventually cast.

Yes, Lalla Ward before playing Romana II in S17 was Princess
Astra in "The Armageddon Factor". (The last episode of the
