Sure. The Kids might have been better off watching Bonanza from 60 years ago!! They might have 'Learned' something about The Wild West!! ;-P
 The "educational" story is nonsense, but if it wasn't, the original idiotic idea for the show involved lots of time travel as they chased Baltar through history correcting his changes ... so lots of historical education possibilities (although Baltar's changes would have made it confusing for kids as to what was real history).
 
It seems to me that, back in the 60's, you were lucky to really know the kids in the next street, let alone the kids in the next Suburb. The idea that there might actually be beings 'out there', when we had just started reaching for the Stars was waaaaayyy out there!!
So 'Doctor Who' was "normalising" Earthlings that look a bit different by presenting ET's to us.
