Early in the Mark Brandis series of German SF juveniles, the Western
bloc ("European American African Union") is taken over by a dictator
with black-uniformed enforcers *cough*, who then wants to go to war
against the Eastern bloc ("United Oriental Republics", i.e., China)
by unleashing an artificial megastorm as a superweapon.  Our plucky
heroes are forced into an underground resistance that needs to
destroy the storm factory in a daring raid to prevent all-out war,
before they can overthrow the mad dictator.
