Polysorbates are an emulsifier used in many products - foods, cosmetics, household cleaners, etc. As the comic strip says, one use is to keep creamy ingredients creamy, whether that artifical cream in a Twinkie or the creamy texture of a liquid soap. There is nothing wrong with eating or using it, unless of course you do it to idiotic extremes, like anything else.
There are many different polysorbates - "Polysorbate 20", "Polysorbate 60", etc. The number indicates (to chemists anyway) which type of fatty acid it contains.
And, famously, polysorbate 80:
