Apparently this has been planned for years so apologies if it is old
news for some. The article was worth reading for the details such as the
nuclear powered research station being built solely by machinery, no
humans though the station will be manned.

Some of us were brought up from childhood on
television shows made by Gerry Anderson -
this reads like episode one. This time, it
might be that the robots decide to develop
the Moon for themselves, and not to let
humans land to spoil it. But then the
Earth probably would let them do that.
Or else destroy the robot base. How to
make a series... oh, let some humans land
and become hostages. And then it runs like
a prison, or prisoner of war show.
Or, since I read this just after thinking
about problems in the modern construction
industry, the pieces of base built in Russia
don't quite fit with the pieces built in
China. There's a gap, and, contrary to
what Moon landing deniers say, you can see
stars through it!
