Silly scientists. Radio waves emanate from lightening discharges.
So from the core of the earth thru the fluid boundary layer to the crust there
is plenty of chances for static charges to develop and be discharged as
lightening.
I might be wrong but if the explanation cannot be found by the
atmospheric scientists then consult with Geophysicists. Remember that
some vocanic eruptions are accompanies by a lot of lightening.
