Revelations was probably written in the reign of Nerva or Trajan, both good emperors.  Trajan had such a good reputation that medieval Christians imagined that he had been resurrected for a short time, so that he could become Christian and go to heaven.  In response to a letter from Pliny the younger, Trajan basically said  that if the local Christians were not causing problems to leave them alone.
It's just possible that the book was written in the time of Domitian, considered a bad emperor.  But Domitian's crimes mostly involved the upper classes, while he was popular with the people. He reformed the coinage which boosted the economy for everyone (and was part of the basis for Nerva and Trajan's popularity).  And while there was war in Britain, Domitian abstained from wars of expansion.

It wouldn't matter if they worshiped one god or many, from Mars or Babylon or Rome.  As long as it wasn't his god, he'd be angry with them.

 From 70 AD it goes Vespasian, Titus, Domitian, Nerva, Trajan.  None of them particularly confused.
Domitian was paranoid, but on the other hand I think it was he who said "Nobody believes in a plot to kill the emperor, but the emperor".  Not long before he was assassinated. So maybe not confused at all.

      Revelatiions is not a prophetic book just one that wants the Empire
to fall ASAP.
Given that it was written in the east, they  had many centuries to wait, then it was replaced by a Muslim empire.
