Perhaps, but it DOES have the advantage of allowing Canada's most
famous citizen to have his grandchildren apply for Canadian
citizenship!
 
(Gretzky's wife is American and each his children married Americans so
the 'grandchildren rule' would apply to them...)

I assume you're being facetious and wouldn't actually support these
changes just for the dubious benefit to Gretzky's grandkids given the
rather more dramatic negative consequences of the legislation.
