I don't know what is going on with that Notes application but all you
need to do is paste the link into a web browser which would then open
the web page. No need to open any TikTok application.
 

Right, I've looked at Tik Tok videos in my browser and I don't have the app.

Sounds like this NOTES program is assuming he wants to use the TikTok
app. I wonder if it can be configured to open Safari (or whatever
browser Anim prefers) instead of the TikTok app.
