 There is a theory making the news rounds that the tariffs are a club to beat Canada and Mexico with until they seal the US borders to stop illegal immigrants and drugs from entering the US.

 Basically Trump discovered that he couldn't actually make Mexico pay for his "Big Beautiful Wall" the first time so he's trying again.
