Very likely. John Bolton is a Republican and criticizes Trump robustly and frequently.
Along with the Cheney family, a (rare) good example of exceptions proving the rule. By far, Democrats provide the majority of Trump's detractors, and would do so even if he were Abraham Lincoln reborn. You may evaluate their argument, but you can ignore their conviction.
