 As usual these sorts of things were likely added just to win the vote
of some member of Congress.

In today's New Zealand Herald is a brief article about the Government's Department of Conservation who spent US$310,000 to get rid of *one* stoat on an small "pest-free" island ... a male stoat at that.
It wouldn't be a big surprise that the stoat got onto the island via a Deparemtn of Conservation boat when they were checking the island for pests!
