These are criminals who broke in, then committed additional crimes by
holding themselves out to being tenants. There may be a presumption in
New York landlord-tenant law in favor of someone purporting to be a tenant,
but they are still committing a series of crimes for which they might be
arrested regardless of landlord-tenant law. Because, you know, they
aren't tenants.
